When building with libstdc++ (use_custom_libcxx=false), we get (different) build
erros when building with clang and gcc.
clang:
base/optional.h:348:61: error: no member named 'value' in
'std::is_constructible<media::learning::Value, const
base::Optional<media::learning::Value> &>'
gcc:
base/optional.h:347:57: error: incomplete type
std::is_constructible<media::learning::Value,
base::Optional<media::learning::Value>&> used in nested name specifier
