docs: update docs ordering and formatting (#1192) The major change is adding `sort` directive to docs. For those docs which are copied from internal packages `sort` is added via makefile command. For the rest it is added manually since they're updated manually as well. The rest of changes is connected with markdown formatting. For example, changing headers in some files (`##` => `#`) makes navigation on .github.io to look better. This especially useful for `changelog` docs. Table of contents for `vmctl` is dropped, since we already have it autogenerated on .github.io. No link changes expected. The corresponding PR to `cluster` branch will be made in follow-up PR.

Ideally, every change must be documented in the commit with the change. Alternatively, the change must be documented immediately
after the commit, which adds the change.
docs: mention step for re-building js static files Changes to .ts files in vmui or vmui for logs require re-building static files that will be included into compiled binary afterwards. We don't update static files on each .ts change PR because it results in too many changes and complicates review. So we need to update these static files before the actual release. Revert "replaced global http refs with relative markdown ones (#6692)" This reverts commit 537266363ad63a72cf266e0049d6be506fe95d80. Reason for revert: relative links in docs are much harder to maintain in consistent state comparing to absolute links: - It is non-trivial to figure out the proper relative link path when creating and editing docs. - Relative links break after moving the doc files to another paths, and it is non-trivial to figure which links are broken after that. - The updated relative links do not work properly right now in the docs. b) Build and publish [multi-platform Docker images](https://docs.docker.com/build/buildx/multiplatform-images/)
for the given `TAG`, `TAG-cluster`, `TAG-enterprise` and `TAG-enterprise-cluster`.
The multi-platform Docker image is built for the following platforms:
* linux/amd64
* linux/arm64
* linux/arm
* linux/ppc64le
* linux/386
This step can be run manually with the command `make publish` from the needed git tag.

Add new line to "Next release" section in `CHANGELOG.md` about version update (the line must always start with "`-`"). Do **NOT** change headers in `CHANGELOG.md`.
Bump `version` field in `Chart.yaml` with incremental semver version (based on the `CHANGELOG.md` analysis).

docs/Release-Guide.md: shorten release guide for Ansible roles and RPM packages There is no need in enumerating all the files, which must be updated, since these files may be moved to other locations. It is enough to mention that versions for all the VictoriaMetrics components must be updated.
