app/vmselect/promql: adjust the provided window only for range functions with dt in denominator
This should fix range function calculations such as `changes(m[d])` where `d` is smaller than the scrape interval. Updates https://github.com/VictoriaMetrics/VictoriaMetrics/issues/72
