make: reset permissions when creating release archive (#6846)
### Describe Your Changes Forcefully set permissions for release binaries to 1000:1000. This helps to avoid issues such as https://github.com/VictoriaMetrics/VictoriaMetrics/issues/6788 on systems with limitations around UID:GID configuration.
