### Describe Your Changes
Add CHANGELOG for Statsd support in v1.102.0-rc1
- CHANGELOG is missing for #5053.
- It would be better to include it so that users can be aware of when
this feature is released, rather than attempting to use it with lower
version VM components. See discussion

These flags are set to 50s by default and should reduce the probability of `broken pipe` or `connection reset by peer` errors in vmalert logs.
