This allows removing [`series_limit` restriction](https://docs.victoriametrics.com/vmagent.html#cardinality-limiter) on a per-`scrape_config` basis when global limit is set via `-promscrape.seriesLimitPerTarget`. Previously, `0` value was ignored in favor of `-promscrape.seriesLimitPerTarget`.
