lib/promrelabel: properly replace :
char with _
in metric names when -usePromCompatibleNaming command-line flag is set
This addresses https://github.com/VictoriaMetrics/VictoriaMetrics/issues/3113#issuecomment-1275077071 comment from @johnseekins
