lib/logger: increase default value of -loggerMaxArgLen cmd-line fla… (#7008) 
…g from 1e3 to 5e3

This should improve visibility on errors produced by very long queries.

The change is classified as BUG in order to port it to LTS releases.

all: consistently use 'any' instead of 'interface{}' 
'any' type is supported starting from Go1.18. Let's consistently use it
instead of 'interface{}' type across the code base, since `any` is easier to read than 'interface{}'.

The 500 chars limit for the maximum arg lengths during logging appeared to be too low for some cases

lib/logger: increase the maximum log arg size from 200 to 500 
The 200 chars limit has been appeared too small for typical log messages emitted by VictoriaMetrics components

lib/logger: limit the maximum arg length, which can be emitted to log lines 
This should prevent from emitting too long lines when too long args are passed to logger.* functions.
For example, too long MetricsQL queries or too long data samples.

- Document the change at docs/CHANELOG.md
- Log fatal errors if the -loggerJSONFields contains unexpected values
- Rename -loggerJsonFields to -loggerJSONFields for the sake of consistency naming commonly used in Go

feat: rule limit (#2676) 
vmalert: support `limit` param in groups definition

`limit` param limits number of time series samples produced by a single rule
during execution.
On reaching the limit rule will return an err.

e0a4c37fc1 lib/logger: add -loggerOutput command-line flag 
This flag allows changing log output from `stderr` to `stdout` if `-loggerOutput=stdout` is set.

Previously log message contained `httpserver.Errorf`, not it contains the caller of `httpserver.Errorf`, which is more useful.

Reason to revert: this leaves incomplete logs on app shutdown.
