vmui: add retention and downsampling filters debug pages (#7238) 
### Describe Your Changes

- add VMUI pages for filters debug
- add `config.json` file to the root of the application. The file
structure is as follows:
  ```
  {
    "license": {
      "type": "enterprise" or "opensource"
    }
  }
  ```
- refactor navigation configuration files. This refactor enables more
flexible customization of menu elements.
