deployment/alerts: add missing description for VMagent alerts (#6921)
The 3 alerts for VMagent:
- `RejectedRemoteWriteDataBlocksAreDropped`
- `TooManyScrapeErrors`
- `TooManyWriteErrors`

missed the description annotation.
I moved the summary to description and added a generic summary to these
alerts.
