lib/protoparser/csvimport: properly parse the last empty column in CSV line
Do not ignore the last empty column in CSV line.
While at it, properly parse CSV columns in single quotes, e.g. `'foo,bar',baz` is parsed as two columns - `foo,bar` and `baz`
