lib/flagutil/bytes.go: properly handle values bigger than 2GiB on 32-bit architectures
This fixes handling of values bigger than 2GiB for the following command-line flags:

- -storage.minFreeDiskSpaceBytes
- -remoteWrite.maxDiskUsagePerURL
